Wikiquote:Uploaders
An uploader is one of the user access levels on Wikiquote. A user's access to make some types of changes to Wikiquote is set by the different "flags" on their account, some of which are done by itself and others that must be given to them by another user. A user with a flag is said to be a member of that flag's 'user group', allowing them to use certain features of the MediaWiki software. The list of users with this feature can be found at Special:Listusers/uploader.
At the moment, the level of access needed to grant the 'uploader' flag has not been decided upon. It can, however, be granted by stewards, who can change all user rights on all Wikimedia Foundation wikis.
